California state contracts
California Certified Small Business (Micro), DGS Cert. ID 2028632
How the program works: State agencies aim to award 25% of annual contract dollars to certified small businesses and 3% to disabled veteran business enterprises (DVBEs). On state bids, certified small businesses get a 5% bid preference. A non-small-business prime can also earn a 5% preference by committing at least 25% of its net bid price to certified small-business or microbusiness subcontractors and suppliers.

California investor-owned utilities
CPUC Supplier Clearinghouse Certified MBE, VON 26001569
How the program works: Under CPUC General Order 156, electric, gas, water, and telecom utilities regulated by the CPUC set voluntary procurement goals of 15% with minority business enterprises, 5% with women business enterprises, and 1.5% with disabled veteran business enterprises. They report the results to the CPUC every year. Utilities rely on the Clearinghouse-verified directory to find eligible suppliers.

How the program works: Food and beverage, semiconductor, mining, chemical, and manufacturing companies run their own supplier-diversity programs with their own certification rules and reporting.
